For decades, goods meant invoices and services meant official receipts. The EOPT Act collapsed that split: the invoice is now the primary document for both, and the OR survives only as a supplementary acknowledgment of payment.

What changed
Sales of services are evidenced by an invoice. The official receipt no longer supports output VAT or a buyer's input VAT claim as the primary document; it may continue only as a supplementary payment acknowledgment.
For Sellers

Reprint, convert, or reconfigure

Service businesses moved from OR booklets to invoices under the transition rules, whether by converting stock as allowed during the window or printing anew. What matters now: every sale of service raises an invoice.

For Buyers

Check what you accept

Input VAT rides on a valid invoice. Paying a service supplier and holding only an official receipt risks the claim, so procurement habits matter as much as bookkeeping ones.
