The invoice now evidences sales of goods and services alike, ending the official receipt's role as the VAT document for services. The companion note covers the transition.

Size now has legal meaning

Micro and small taxpayers gained concrete relief: a 10% surcharge instead of 25% and half the interest rate, among simplifications. The penalty calculator carries both schedules.

VAT on services is now recognized when billed rather than when collected, aligning services with goods and simplifying the quarterly close for service businesses.
